शाला सिद्धि पोर्टल एक राष्ट्रीय प्रोग्राम है जो हर स्कूल को डाटा ऑनलाइन फिल करने हेतु प्रयोग किया जाना है.
शाला सिद्धि पोर्टल पर सबसे पहले रजिस्टर करना होता है (कम्प्यूटर या मोबाईल किसी से भी कर सकते है ).

How to use Shaala Siddhi portal to fill up school information Stepwise

1. ऊपर दिए गए लिंक http://shaalasiddhi.nuepa.org को ओपन करें । पोर्टल खुलने पर  Login पर क्लिक करना है।

2. Login पर क्लिक करने पर  new window में लॉगिन पेज ओपन हो जायेगा।आपको रजिस्टर करना होगा। इसलिये नीचे New User ? Click Here पर क्लिक करें।

3. क्लिक करते ही आप http://www.shaalasiddhi.nuepa.org/Shaalasiddhi/Common/CreateUsers यहाँ पहुचं जायेंगे
4. New user detail fill up
  •  Select Level – यहाँ School Level सेलेक्ट कीजिये।
  • UDISE Code – यहाँ अपने स्कूल का 11 अंकों का डाइस कोड भरें।
  • First Name – यहाँ अपना प्रथम नाम भरें (GPS/GMS/GHS भी भर सकते हैं )।
  • Last Name – यहाँ last Name भरें (गाँव / नगर का नाम जहाँ / जिस नाम से स्कूल है भी भर सकते है ।
  • Mobile Number – यहाँ अपना मोबाईल नम्बर भरें जैसे -98130#####, इसमें जिओ नम्बर ना दें। क्योंकि जिओ नम्बर पर OTP आने में परेशानी आ रहा है संभव हो तो यहाँ idea, airtel या कोई और नम्बर भरें।
  • Email ID – मोबाईल नम्बर भर ले ऐसा करने से कोड मेल पर भी आ जायेगा
  • सभी डिटेल एक बार चेक कर लें -जैसे डाइस कोड और मोबाईल नम्बर। 
  • चेक करने के बाद Generate PIN(OTP) पर क्लिक कर दें।

 दो से तीन मिनट बाद भी OTP आपके मोबाईल नम्बर पर/ मेल पर ना आये तो Regenerate PIN(OTP) पर क्लिक करें।

OTP/PIN को सुरक्षित रखें। पासवर्ड भूल जाने पर ये आपका काम आएगा।
अब आपको साईट पर निर्धारित स्थान पर OTP भरना है। OTP भरकर Submit कर देना है।

अब अगले स्टेप आपको पासवर्ड बनाना है। ये न्यूनतम आठ अंको का होना चाहिए। पासवर्ड बनाने के लिए प्राइमरी, मिडिल और हायर सेकेंडरी के लिए अलग-अलग गाइडलाईन दिए गए है। ताकि एकरूपता हो। पासवर्ड बनाने के लिए इसे फॉलो करें –

सबसे पहले कैपिटल लेटर में –
प्राइमरी के लिए -P
मिडिल के लिए – M और
हायर सेकेंडरी के लिए – H
फिर स्कूल के नाम का प्रथम तीन अक्षर।
उसके बाद -@
फिर अंत में 123 या अपने अनुसार तीन या अधिक अंक।
→ जैसे  स्कूल का नाम Govt. Primary School Nilokheri है तो पासवर्ड होगा – Pnil@123
→ ऐसे ही मेरा स्कूल मिडिल स्कूल है – Govt. Middle School Pujam तो पासवर्ड होगा – Mpuj@123
→ एक हायर सेकेंडरी स्कूल है – Govt. Higher Secondary School Karnal तो पासवर्ड होगा – Hkar@123

पासवर्ड बनाने के लिए ये नमूना मात्र है। आप अपने अनुसार पासवर्ड बना लें। आप पासवर्ड कभी भी बदल भी सकते है। भूल गए तो फिर से new पासवर्ड generate कर सकते है।

अब आपके द्वारा बनाये गए पासवर्ड को New Password वाले बॉक्स में भरें, फिर Confirm Password  वाले बॉक्स में फिर से उसी पासवर्ड को भरकर Create पर क्लिक कर दें।
क्लिक करते ही ऐसा पेज खुलेगा

Password बनाने के बाद के स्टेप ⇓

1- Learner पर क्लिक करें, डिटेल भरें,  submit पर क्लिक करें और फिर next पर क्लिक करें .

Submit करने से केवल सेव होता है उसे कभी भी बदल सकते है फ्रीज़ करने से पहले .
उसी साल का डाटा देना है जो ऊपर acadmic year में लिखा हुआ है .

Learner की तरह ही 4 आप्शन फिल करने है जो ऊपर तस्वीर में दिख रहे हैं.⇑

Steps of Shaala Siddhi in English
Step 1:
5.1. If you are a first time user click on new user
5.2. Schools should login only through the school level user.
5.3. Enter a valid 11 digit UDISE Code (Example: For School user eleven digit UDISE code).
5.4. Enter all mandatory fields.
5.5. To generate a Unique PIN (OTP), enter either Mobile No. or Email ID or Both.
5.6. After the successful PIN (OTP) generation, enter the valid PIN (OTP) that is received on your
Mobile No. /Email Id to proceed further.
Note: If you don't receive PIN (OTP) within 120 seconds, click on Regenerate PIN (OTP) button.
Click on Submit.
a) If you have entered valid six digits PIN (OTP), you will be redirected to Step 2.
b) If the entered PIN (OTP) is invalid, you will be shown a message saying 'Invalid PIN (OTP)'.
c) Please save your login Id, Password and PIN (OTP) for future use.
d) In case you forget your password you can regenerate your password by entering your UDISE
code and PIN (OTP) by clicking on ‘forget password’. Also note that if you forget your OTP
kindly refer to your registered Mobile No. or Email ID.
e) If you are unable to recall your registered mobile No. or Email ID you can contact the
administrator.

Step 2:
- Enter new password and confirm new password.
(Rule: Password length should be between 8 to 10 characters, must contain at least one lower case
letter, one upper case letter, one digit and one special character. Allowed special characters
are!@#$%^&*()+=.)
(Ex:Nav@2012)
a) On successful creation of password, you will be redirected to home page.
b) If the password entered does not confine to the Rule (Refer Point 5.7), a validation message will
be shown.
c) After the successful creation of the password, schools can now click on the ICON on the left
hand of their screen and sequentially fill up the Dashboard.
d) For the successful completion of each step school needs to click on submit and then proceed to
next.
e) After the successful submission of each step, status will turn green on the Home icon.

Step 3:
 -Remember, after final submission, you cannot edit or change any information on the
Dashboard. In case, school wants to edit the data after final submission they can contact the
administrator and place a request to unfreeze the data by click on the manage user icon.
- School users can save their self-evaluation report in various formats like PDF and Excel.
- All web portal related queries can be emailed to usse@nuepa.org.

Note:
• Kindly fill the information (Students and Teachers) of the previous year (2015-16)
and for seven key domains select the current year (2016-2017).
• You are requested to read the headings carefully before filling the information in each
step.

What is the duration of the self-evaluation process and uploading Dashboard in the Web
portal?
Self-evaluation should be considered as a continuous process. It is most effective when it is
integrated into the day to day functioning of the school. The duration of the self-evaluation process
may range from 2-6 months according to the context, size and need of the school. All the schools
are expected to complete the self-evaluation process and upload the Dashboard as and when they
are ready. However, all the schools need to comply with the deadline for the self-evaluation
process as decided by the state.

The total Number of prescribed Instructional Days = 220
Total Annual Attendance of 50 students of a particular class = 9850
No. of Boys =30, Total Annual Attendance of Boys = 6200
No. of Girls = 20 Total Annual Attendance of Girls = 3650

Criteria to fill in grade-wise performance of students
Grade A: percentage of students who have achieved 81 – 100 marks in key subjects
Grade B: percentage of students who have achieved 61 – 80 marks in key subjects
Grade C: percentage of students who have achieved 41 – 60 marks in key subjects
Grade D: percentage of students who have achieved 33 – 40 marks in key subjects
Grade E: percentage of students who have achieved 00 – 32 marks in key subjects

'School Evaluation' as the means and 'School Improvement' as the goal

The need for effective schools and improving school performance is increasingly felt in the Indian education system to provide quality education for all children. The quality initiatives in school education sector, thus, necessitate focusing on school, its performance and improvement. In a major step towards comprehensive school evaluation as central to improving quality of school education in India, National Programme on School Standards and Evaluation has been initiated by National University of Educational Planning and Administration (NUEPA), under the aegis of Union Ministry of Human Resource Development.
NPSSE visualizes ‘School Evaluation’ as the means and ‘School Improvement’ as the goal. It refers to evaluating the individual school and its performance in a holistic and continuous manner leading to school improvement in an incremental manner. The major objectives of NPSSE are to develop a technically sound conceptual framework, methodology, instrument, and process of school evaluation to suit the diversity of Indian schools; to develop a critical mass of human resource for adaptation and contextualization of the school evaluation framework and practices across states.
The programme envisions reaching 1,6 million schools in the country through a compressive system of school evaluation. As part of this endeavor , the School Standards and Evaluation Framework(SSEF) has been developed as an instrument for evaluating school performance. This will enable the school to evaluate its performance against the well-defined criteria in a focused and strategic manner. The SSE framework comprises seven ‘Key Domains’ as the significant criteria for evaluating the performance of schools. The Framework has been developed through a participatory and mutual consensus approach on 'How to evaluate diversified Indian schools for Incremental Improvement ’.The SSEF has the flexibility that makes it eminently suitable for adaptation, contextualization, and translation in state-specific languages. It has been designed as a strategic instrument for both self and external evaluation. Both the evaluation processes are complementary to each other and ensure that the two approaches work in synergy for the improvement of the school as a whole.
As part of the SSEF, a ‘School Evaluation Dashboard-e Samiksha’ has been developed to facilitate each school to provide consolidated evaluation report, including areas prioritized for improvement. The School Evaluation Dashboard is developed both in print and digitized format.
The School Evaluation Dashboard, obtained from each school, will be consolidated at cluster, block, district, state and national -level for identifying school- specific needs and common areas of intervention to improve school performance. A web-portal and Mobile App on School Standards and Evaluation are in the process of development.
In order to translate the objectives of NPSSE to institutionalize ‘School Evaluation for Improvement’, a strong operational plan has been formulated to extend support to each state. .A dedicated Unit at NUEPA is leading this programme under the guidance of National Technical Group (NTG) and in strong collaboration with the states.

Shaala Sidhdhi

The National Programme on School Standards and Evaluation (NPSSE), known as Shaala Sidhdhi is a comprehensive instrument for school evaluation leading to school improvement. Developed by the National University of Educational Planning and Administration (NUEPA), it aims to enable schools to evaluate their performance in a more focused and strategic manner and facilitate them to make professional judgments for improvement. The programme’s objective is to establish and refer to an agreed set of standards and to provide clear pathways for each school for self evaluation, by focussing on key performance domains and their core standards for school evaluation. The structure of the Framework is simple yet flexible and lends itself to both self and external evaluation.
A web portal for the framework has been launched by Hon’ble HRM on 7.11.2015 which will enable all schools to engage in self-evaluation in the 7 key domains under the Framework. The results of the evaluations will be available on a public platform along with the school report card.
Present Status:
  • A detailed Action Plan has been developed to institutionalise Shaala Siddhi by the respective States and UTs with the support of MHRD and NUEPA.
  • As part of generating awareness for critical engagement of States to ensure effective implementation of the programme, sessions on Shaala Siddhi were made part of other training programmes of NUEPA
  • All States/ UTs in consultation with NUEPA are visiting and accessing online Framework of National programme on School Standards and Evaluation and other documents.
  • Adaptation and translation and capacity building of the stakeholders for the effective implementation of Shaala Siddhi is on trial. Tamil Nadu, Maharashtra and Madhya Pradesh being lead states accomplished state specific adaptation and translation of documents and SSEF in their respective regional languages. A few States consulted NUEPA for professional support and guidance to undertake this task.
  • Maharashtra not only adapted and translated the Shaala Siddhi document in Marathi but also planning to roll out the programme in 70 schools.
  • Shaala Siddhi trial is complete in Andaman & Nicobar Islands (30 schools), Delhi (250 schools), Tamil Nadu (40 schools) Kendriya Vidyala (20 schools) and Navodaya Vidyalaya (20 schools-including 5 states)
  • States/ UTs are organising capacity development of Educational Administrators and Schools Heads on Shaala Siddhi with the support of NUEPA under RMSA approved activities. Delhi, Maharastra, Andaman & Nicobar, Madhya Pradesh and Puducherry have already organised capacity building programmes and Goa is scheduled to organise the programme shortly.
  • A National Consultative Meet on “Shaala Siddhi” is scheduled to be organised by NUEPA shortly to discuss and deliberate on the effective implementation of the programme.
  • All the States/UTs are being asked to cover all their schools under the programme in 2016-17 and subsequently the said evaluation would be a yearly activity.
